Choice of camera gear is important, a big bulky DSLR will not do the trick, and I am sure that I will get a lot of flak for this statement. A small camera normally is great as it is easy to carry around and does not draw attention to you. I have even seen some great work done on cell phones.
Your budget will normally dictate the type of camera you will use, so here are a few more pointers, a loud shutter will spook the people in the picture, intuitive operation of exposure controls is essential and being able to shoot at a high ISO is preferable.
Fast lenses are a bonus but not a necessity, as I have had good results using the Olympus Body Cap Lens which is a fixed f8.
